ARTinCC Breaks Ground for the Fox-Hunt Community Park in Foxburg

A ground breaking ceremony was held on, May 2, 2026, at 10:00 AM at the future sight of the Fox-Hunt Community Park, in Foxburg, PA.

The program was held by the Allegheny River Trail in Clarion County, ARTinCC, with Robert “Bob” Jennings, leading the event.

After a few years of work to acquire the land, it took another six years to get to the ground breaking of the Fox-Hunt Community Park in Foxburg, Pa. Bob Jennings was the sole speaker of the event, and he was very hopeful that the weather would be more cooperative throughout the completion of the park. (Noting that the day, May 2nd, was bringing some snow and cold air.)

Jennings left no doubt that he and the ARTinCC board of directors are very thankful to all the folks who helped them along the way.

Among those who were instrumental in helping with the project included the late Dr. Art Steffee, former state representative, Donna Oberlander, State Representative, Josh Bashline, Ann Marron and the late Jim Marron, Saji Daniel, St. Senator Scott Hutchinson, St. Rep. R. Lee James, the Clarion County Commissioners, DCNNR, DCED and many others including local businesses, boroughs, organizations and volunteers.

Phase 1 of the park’s construction was awarded to Puryear Excavation and Construction, who begain work soon after the ground-breaking.

Phase 1 of the park’s construction was awarded to Puryear Excavation and Construction of West Sunbury. Phase 1 includes Phase I of the Park Development, consists of a new 60 space parking lot, a new and improved boat ramp into the river with heavy duty asphalt paving to allow fire trucks access to the river to draw water in emergencies.

Now that the construction has begon the overall site will be fenced, and cannot be used for parking or boat launching.

According to Bob Jennings, president of ARTinCC, stated that “unfortunately the park must be fenced and closed to outside users for parking and boat launching due to such activities as moving various heavy equipment in, out of, and throughout the site to work on the project. They will be stockpiling large quantities of building materials, including drain pipe, catch basins, pallets of filter sock of various sizes, bulk clean fill needed to excavate and shape the parking lot and site. They will be temporary positioning of excavated material to be replaced by piping, clean fill and other materials. Also base materials, topsoil and seeding will be applied during phases of construction and parkingwill be needed for vehicles of workers, supervisors, engineers, ARTinCC monitors, and possible agency reviewers.” He noted too that unauthorized vehicles will be towed. The goal is to get the job done as soon as possible, and open things up for its full use by the public. Thank you for your understanding and cooperation.
