FOXBURG TO EMLENTON PHASE-1 DEVELOPMENT

ADVERTISEMENT FOR REBIDS

Sealed Bids for the construction of Foxburg to Emlenton Phase-1 Development will be received by The ALLEGHENY RIVER TRAIL in CLARION COUNTY, INC. (Owner) @ The Pizza Shop, 12 Main St. Foxburg, PA 16036 until 2:00 P.M., prevailing time, on Wednesday, June 24, 2026, at which time the bids will be publicly opened and read aloud.

The project General consists of the installation of 10’ wide, Aggregate trail and shall include all materials, equipment, supplies, and labor for the construction as shown and specified in the Contract Documents. The project is located in Foxburg, Clarion County, PA.

The Issuing Office for the Bidding Documents is: Thomas J, Valiknac, P.E.(Engineer), 110 Sarra Lane Butler, PA 16001 Telephone No. (412) 716-7542 (email TJVPE@comcast.net). Contract Documents and Plans may be purchased for the nonrefundable fee of $150.00 for one hard copy set or for the nonrefundable fee of $25.00 for the electronic format set, both of which includes 6% Pennsylvania sales tax. To access the electronic format the bidder must have a valid email address and will require an internet connection. All checks shall be made payable to “Thomas J. Valiknac, P.E.” Bidders must purchase the Contract Documents to be eligible to bid this project. A full set of REBID documents will be distributed to all interested parties that received the original documents at no additional cost. Bid Items and Quantities of work have been deleted and or modified.

Bid security shall be furnished in accordance with the Instructions to Bidders. Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond and a Labor and Material Payment Bond to the Owner, in the form contained in the Contract Documents and executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount. The bidder will also furnish evidence of insurance coverage as required by the contract documents.

Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the “Steel Procurement Act”).

This project is being partially funded by: The Department of Conservation and Natural Resources Bureau of Recreation and Conservation and the Federal Highway Administration, PA Recreational Trail Project. The obligations imposed on the Owner by the financing agencies shall apply and be acceptable to the successful bidder.

The successful bidder(s) will be required to fully complete all work within 180 consecutive calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed.

A non-mandatory informational meeting will be held at The Pizza Shop at 10:00 AM, June 17, 2026

The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work and to award the contract as may be deemed in the best interest of the Owner.
