Legal Notice: SCRUBGRASS TOWNSHIP BOARD OF OF INTENT TO ADOPT ORDINANCE

NOTICE is hereby given of the intention of the Scrubgrass Township Board of Supervisors, at its next regularly scheduled meeting on July 21, 2026, 6:00 p.m. at the Clintonville VFD - Social Hall, 501 Emlenton Street, Clintonville, Pennsylvania 16372, intends to consider and may adopt Scrubgrass Township Ordinance Number 3 of 2026, “AN ORDINANCE FOR SCRUBGRASS TOWNSHIP, VENANGO COUNTY, PENNSYLVANIA, TO ESTABLISH HEALTH, SAFETY AND PUBLIC WELFARE STANDARDS FOR DATA CENTERS.” Section 1 establishes the Ordinance as “The Scrubgrass Township Data Center Ordinance.” Section 2 sets forth the purpose and intent of the Ordinance. Section 3 identified administrative authority for the Ordinance. Section 4 requires compliance with the Venango County SALDO. Section 5 sets forth requirements for utility connections. Section 6 provides for buffer strips and landscape planning. Section 7 establishes aesthetic standards. Section 8 regulates rooftop equipment. Section 9 establishes lighting standards. Section 10 establishes noise control standards. Section 11 establishes fire safety standards. Section 12 establishes performance standards for EMF and vibration. Section 13 requires submission of a water feasibility study. Section 14 establishes requirements for emergency response plans and training of emergency responders. Section 15 establishes environmental standards and requirements for an environmental impact assessment. Section 16 requires building roofs to be solar-ready. Section 17 establishes standards for cooling technology. Section 18 establishes procedures and requirements for decommissioning. Section 19 requires preparation of a construction transportation plan. Section 20 recommends entry into a community benefits agreement with the Township. Section 21 establishes a procedure for waivers and modifications. Section 22 established enforcement penalties and procedures. Section 23 contains a repealer. Section 24 provides for severability. Section 25 makes the ordinance effective immediately after its enactment as provided by law. The proposed Ordinance shall be considered pending as of the date this advertisement was approved in a public meeting by the Board of Supervisors. A copy of the ordinance is available for inspection during regular business hours at this newspaper, the Venango County Law Library located in the Venango County Courthouse, and the Township Office.
